I love the concept, but I don't care for the added material around the neck. I think it would be much more flattering with just a scoop neckline. . Otherwise, it's really cute!

I love doing this, as I have skirts that are too small, but if added to a top you already have as an empire dress, the skirt can be used. Of course if you have a skirt that is too tight, yes, you can add panels to make it fit your current shape. Basically, take material you like and use your old skirt as a pattern and add as much as you need to fit your shape, then tear out the old seams and sew new fabric on. There are always options. I take old jeans, cut off from the crotch down and add an old skirt, then of course I reuse the jeans for other projects. Have fun and experiment, it's not like your ruining fabric you bought, you've gotten use out of the garment

The dress is a neat idea, but I'm wondering if you can redo a skirt or dress that is too small. I'm very new to sewing and have ideas but don't know how to go about making them work. If I had a skirt that was too tight to fit, could I do something like insert a panel from another skirt for a kind of peekaboo effect, or is that getting too detailed and cumbersome?
