I make these skirts all the time for my grand daughter. She loves them. I just recently have been doing them without a pattern. I have always started at the top but like how you start with the bottom. I am going to try it. I even sometimes make with 3 different fabrics or make longer and add another row before adding ruffle. If you have never made one like this you are missing. Once you make without pattern pieces you will not go back.
