This is a wonderful blouse upcycle. So many garments today have an attached peplum so this project is right on trend. The instructions indicated to cut the shirt and resew with a casing to add elastic. I might try to just add a casing without cutting the shirt by stitching purchased seam binding to the underside and then insert thin elastic. Either way the peplum effect is lovely.
