46.Such a pretty little skirt and its really one of those projects for which the sky is the limit as far as potential fabric colour and design goes. The tutorial contains a link to a free girls skirt pattern and then goes on to explain how to adapt it to add the top layer. Its rated as Intermediate and I would agree with this classification. However, if you are up for a new challenge, then go ahead and give it a try. Its always good to learn a new skill.
