No, those are ties. You put button holes in the front of the dress, then thread the straps through and tie them in a knot. This allows the straps to be adjustable.

How adorable. Thanks so much for this free pattern. I paid for a similar pattern not long ago and enjoy making this style so much. It is so easy to add ruffles and switch up the tie tops to change the look.
