Finding a shirt with a mandarin type stand up collar may be a challenge to duplicate this look. Adding lace and ribbon and other trims to an already made shirt does save time and gives the shirt a decidedly retro look. Very pretty to also shorten the sleeves to length and then add lace to the bottom of the sleeves.

I love this retro lace shirt and it is made from a pre-existing shirt. Looks very 1900's and is a great way to make those Victorian era costumes instead of starting from scratch. Is there one for a girl? Nice tutorial.
